"Refineries and terminals are overflowing with tens of millions of tonnes of petrol and diesel, but the whole supply chain has been disrupted and that is why our government has repealed some sub-sections of the Competition Act to ease the current situation," said Quasi Quarteng, Britain's commerce minister.
