Mamata-Kendra clash over Chief Secretary issue, Joining deadline met in Delhi, Center in preparation for action

Once again, swords have been drawn between West Bengal and the central government. Chief Secretary Alpan Bandopadhyay was summoned to Delhi on the issue of not attending Prime Minister Narendra Modi's meeting on the Yas hurricane issue. They were to report to the North Block at 10:00 a.m. Monday but they did not arrive. Because of this, the central government is now preparing to take disciplinary action against him.

In these circumstances, the question is whether the Center can take any action against IAS officers deployed in any state. Bengal Chief Secretary Alpan Bandopadhyay has given him a three-month extension at the request of the state government with the consent of the Center. In these circumstances the Center may revoke their extension.

According to experts, if an officer is posted in the state, he has to seek the approval of the state government to conduct central deputation proceedings. In these circumstances the State may, if it so desires, disobey the order of the Central Deputation. Not only that, if the Center calls any officer posted in the state to Delhi, the consent of the state government is required even in such circumstances. The Mamata government did not allow Alpan Bandopadhyay to go to Delhi.

The Center had summoned three IPS officers from Bengal to Delhi over the stoning of BJP president JP Nadda's convoy during an election rally in Bengal a few months back. But Mamata Banerjee's government defied the Centre's order and refused to send her to the Home Ministry.
