Since the formation of the state of Uttarakhand, there has been mountain-like instability in the politics of the region. There have been five governments since the formation of the state of Uttarakhand only twenty years ago, but only Narayan Dutt Tiwari of the Congress has been able to complete his term as Chief Minister. Incumbent Chief Minister Trivendra Singh Rawat was the Chief Minister with the support of 57 out of 70 MLAs. But even he could not complete his term.

The first government of Uttarakhand was an interim government. When Uttarakhand was made a separate state from the then Uttar Pradesh in November 2000, the government was formed with MLAs representing the Uttarakhand region. The BJP had a majority at that time and Nityananda Swamy became the first Chief Minister. The instability had started from the beginning and in less than a year he had to step down from the chair.

After that leaders like Bhagat Singh Koshiyari, BC Khanduri, Ramesh Pokhriyal, Vijay Bahuguna, Harish Rawat came to the state as Chief Minister but could not complete their term and finally Trivendra Singh Rawat also had to resign after being the Chief Minister for four years.

Amidst the political instability in the state, Narayan Dutt Tiwari of the Congress was the only Chief Minister to complete his term. The Congress formed a government with a simple majority and Narayan Dutt Tiwari became the Chief Minister with 36 MLAs out of 70 and completed his five-year term despite a weak government.
