Does the government say that all people in the country will get the vaccine for free or not? Questions Congress asked

As two lakh people have been vaccinated in the country on the first day on Saturday, Congress spokesperson Randeep Surjewala has asked the government to first answer whether all the people in the country will get the vaccine free of cost. The government states how many people will get the vaccine for free.

He said the vaccination campaign was to serve the people and not for political gain. The government was also looking for opportunities to benefit from the disaster.

"The government has ordered 1.65 crore doses and it will cover 8.2 million people, but the government is not saying how the rest of India's population will get the vaccine ... to families living below the poverty line," Surjewala said, quoting a statement from India's Drug Controller General. The government has not said whether the vaccine will be provided free of cost. The government is buying the vaccine at a rate of Rs 200 per dose when the Astrogenica company has promised to provide the vaccine on a no-profit basis. Besides, why has the government bought a vaccine whose third trial is still pending?

He said the CEO of Serum Institute had said that Covishield would be sold at Rs 1,000 per dose in the open market. If the government itself was paying Rs 200 for it, why was the government allowing people to sell at five times the price in the open market. Instead of forcing them to buy the vaccine, they should buy it at Rs 200 per dose.

Also why is the Serum Institute allowed for export when such a large population of India needs vaccines?
