Diwali was already heavily polluted in the capital. The pollution was also spread in Delhi due to the wind caused by burning hay in neighboring states of Haryana and Punjab. Delhi's air had become so toxic that it was difficult to breathe, and Delhi Chief Minister Arvind Kejriwal announced the policy of Odd Evening. He was of the opinion that if the vehicles on the roads were reduced, pollution would be reduced.
