State v. Center: Preparation of action against Mamata's advisor Alpan, reasoned notice issued

The Center has sent a reasoned notice to former West Bengal Chief Secretary Alpan Bandopadhyay, asking him to respond within three days, besides imposing Section 51 (b) of the Disaster Management Act against Alpan.

The Center wrote a letter saying that PM Modi had flown to Kalaikunda Air Force to inspect the areas affected by the hurricane, then a meeting of Mamata Banerjee and Chief Secretary with PM Modi was to be held here, after which officials had to wait for 15 minutes in the meeting room Was.

Officials and the chief secretary were then called and asked if he would be present at the meeting, after which the chief secretary and the chief minister arrived at the meeting and left immediately, assuming that Modi was absent from the review meeting.

The Center said that PM Modi is also the chairman of the Disaster Management Authority, and Alpan Bandobadhyay's move was also against the suggestion given to him legally. Section 51 (b) of the Disaster Management Act has also been imposed on him. Asked why action should not be taken under section 51 (b) of the Disaster Management Act.

What is Section 51 (b) of the Disaster Management Act?

Action may be taken against any official of the Center and the State for obstructing the work of a person or a person appointed by these Governments for any reasonable cause, in addition to non-compliance with the instructions given by the Central, State, National Committee or State Committee. There is a provision to do so, under this law one year imprisonment or fine or both can be imposed.
