The start of the second phase of the budget session in the Odisha Legislative Assembly was very tumultuous. Opposition parties BJP and Congress on Friday lashed out at the state government for alleged irregularities in procurement of foodgrains from farmers. At that time, BJP MLA Subhash Chandra Panigrahi from Devgarh tried to commit suicide in the Assembly and took sanitizer in the House.

He took this step to draw attention to the issue of farmers buying grain from the market. The move came as state Food Supply and Consumer Welfare Minister Ranendra Pratap Swain was answering questions in the House on Friday. Subhash Chandra had twice before committed suicide.

There was a huge uproar in the House over the issue of grain procurement. BJP and Congress MLAs in the House chanted slogans against the state government over the issue. Ranendra Pratap asked the MLAs to provide a list of farmers who have been deprived of selling kharif crops and had to adjourn the House following the commotion.
