The first farmers 'agitation was led by Mahendra Singh Tikait in 1987 when the price of electricity was increased and the Indian Farmers' Union (BKU) was formed. Mahendra Singh Tikait was then able to establish his image as the savior of the farmers. Now his younger son Rakesh Tikait is handling the responsibility.

However, this time Rakesh Tikait was not the only leader. Apart from Rakesh Tikait, Buta Singh, Darshan Singh and other leaders and other farmers' groups were among the farmers who had been camping on the Delhi border for the last two months. Farmers from Punjab and Haryana in particular joined the agitation in large numbers. Many peasant unions withdrew after the Republic Day violence.
