If the president opposes it, a two-thirds majority is needed in both houses to support handing over power to the vice president.

One thing is for sure, US Vice President Pence has not yet given any such indication. However on Wednesday Vice President Pence hit out at Trump. Pence said he would not allow law and order to be violated. At the same time, it will not allow Trump to use his constitutional powers to block the counting of congressional electoral votes.
