According to a study by the American National Science Foundation, if the atmospheric conditions are favorable, artificial precipitation can be done in a large area through cloud seeding technique. China claims that it wants to use the climate change program in its own interest, but experts believe that China could also use it against neighboring countries. India is China's arch-rival in Asia. In Ladakh, there is a long-running border dispute between China and India. It can also gain strategic advantage by using this technique.

The National Taiwan University said in a study last year that the lack of coordination of the climate change program could lead to disputes such as ‘rain theft’ between China and neighboring countries.
