The ``Ram-Janm-Bhoomi'' site was in controversy at the time though why Rajiv laid the foundation stone

In 1989, Rajiv Gandhi's government was at the centre. Then the Minister V.P. Singh opened a front against them. The "Bofors-Issue" was vehemently raised across the country. The Rajiv government became a corrupt government. On the other hand Vishwa Hindu Parishad was running a movement for 'Ram Mandir' in Ayodhya.

Lok Sabha elections were to be held in December that year (1989). So Rajiv Gandhi adopted a policy of appeasement, taking the VHP leaders with him, to appease the large Hindu electorate. They made Union Home Minister Boota Singh the then Chief Minister of U.P. Narayana Dutt was employed to settle the issue with Tiwari.

At that time there were media reports that Union Home Minister Buta Singh, M.M. of U.P. ND Tiwari and Vishwa Hindu Parishad leaders had a secret meeting. In which a written settlement was reached that Rajiv Gandhi would allow the foundation stone of the disputed 'Ramjanmabhoomi Temple' to be laid in return for the Sadhu-Santhos to support the government in the elections.

After this secret agreement, the 'Shilanyas' program was completed in Ayodhya on 9 November 1989. Though Rajiv Gandhi himself was not present in it, but his eyes were constantly on the programme. At that time the foundation stone for the temple was laid by Kameshwar, a Dalit youth, and Swami Avaidyata. He was leading the "Ram Mandir Movement" at that time.

3 years before this incident, in 1986, Rajiv Gandhi had opened the lock on that disputed place. Which was done after court order. But the important thing is that the lock was opened within 40 minutes after the judge gave that order. Not only that, but during the 1989 elections, the main weapon of propaganda became ``Ayodhya''. Circumstances suggest that they may have done so to side with Rajiv V.H.I.P. But VHP did not support Rajiv Gandhi or Congress in the elections. The monks and saints had taken an oath and said that we will build the Ram Mandir.

The interesting thing is that when Rajiv was laying the foundation stone of Ram Mandir in Ayodhya. At that time, BJP did not want the foundation stone of the temple to be laid, while V.H.I.P. She wanted the foundation stone to be laid. BJP then supported VP Singh.

However, the Congress was defeated in the 1989 elections. VP Singh succeeded Rajiv Gandhi as Prime Minister, the Ram Mandir movement gained momentum in 1990 and there was a demand for Karseva.
