PM Modi scoffed at the Congress, saying that in our country, the issue of infrastructure has been far from the priority of most political parties. The election manifestos of these parties also do not mention this issue.

Modi said that now a situation has arisen where some political parties take pride in criticizing the construction of infrastructure required for the country. In previous governments, government officials used to put up boards on the progress of work and the work was suspended. Due to this negligence the project was taking a long time to complete. At the same time, money was being misused. PM Modi said that today 21st century India is moving forward leaving behind the old ideology of government systems. Today's mantra is desire for progress, wealth for progress, plan for progress.

The Prime Minister said that with the resolve of a self-reliant India, we are laying the foundation of India for the next 5 years. PM Gati Shakti National Master Plan will take this same self-reliance of India, self-confidence to the resolution of self-reliance. The world has recognized that building quality infrastructure for sustainable development is one of the ways that gives birth to its economic activity and generates employment on a very large scale.

The Gatishakti National Master Plan will also provide a decision making tool to every stakeholder, investor involved in policy making in the country. Which will help governments in effective planning and policy making. PM Modi said that in the five years before 2014, only 4000 km of railways were electrified. In the last seven years, we have electrified more than 4,000 kilometers of railway tracks. Modi said that without modern infrastructure we cannot achieve the desired result or development.
