The Delhi High Court had asked Additional Commissioner of Police Praveer Ranjan why he had written a letter to police officers investigating the riots in northeast Delhi in January-February this year, saying "Hindus will be offended". During the proceedings in the court on Friday, some of the letters written to Praveer Ranjan came to light. In another letter, the police commissioner wrote that the arrest of Hindu youths had angered Hindu institutions and revived the feeling of aggression among Hindu citizens.

Justice Suresh Kumar Kait directed that five letters written by the Commissioner of Police to his assistant police officers be produced in court. However, he clarified that the senior officer could provide guidance to his assistants by sending a letter in this manner. But the letter sent to Praveer Ranjan can be considered as communal. Justice Suresh Kumar Kait had directed the court to hand over the five letters in sealed cover within 48 hours. According to an English newspaper report, the police commissioner had also instructed his assistant officers investigating the riots in Delhi in a letter to be a little more careful in making arrests. The families of the two people killed in the February riots had gone to court after reading about the police commissioner's letters in the newspapers. The father of petitioner Sahil Pervez was shot dead in his home passage. Another petitioner, Syed Salmani's mother, was beaten to death in her home. The newspaper which published the report presented the newspaper as evidence in their application by the petitioners. The report was published by the concerned English newspaper on July 15.
