Based on a statement by former Reserve Bank of India Governor Urjit Patel, Rahul Gandhi accused Prime Minister Modi of trying to save willful defaulters.

In fact, a recent book by Urjit Patel mentions that the Modi government has been lenient with non-payers and has also directed the RBI to take it lightly. Rahul Gandhi has now started besieging the central government on this issue. Rahul Gandhi wrote that Urjit Patel was trying to clean up the banking system but lost his job because of it. The reason is that Prime Minister Modi did not want to take any action against the defaulters.

Urjit Patel resigned as the Reserve Bank's governor in 2018 after a dispute with the central government. There was a huge controversy over his resignation and even then Rahul Gandhi had surrounded the central government on the issue of his resignation. The book claims that the government had asked the government to withdraw the circular issued by the Reserve Bank for defaulters.
