Copies of NPR-2020's manual became hugely controversial on social media. There was mention of Hindu festivals in page number 39, but there was heavy debate on the fact that there was no mention of Muslim festivals. But the defense argued that the 2011 NPR manual did not even mention Muslim festivals.

A Home Ministry official clarified that these festivals were included in the list to help those who do not know the date of birth or birth year at the census.

A Home Ministry official clarified that no comm will be evaluated on the basis of festivals in the manual and no one will be discriminated against in the NPR. A similar method was argued to have been tried at the 2011 census.
