Chinese telecom operators have been forced to conduct a scan on face-to-face registration of new phone numbers from offline outlets on Sunday.
China's Ministry of Information and Technology has set rules for enforcing registration in the name of a real user through a notice to protect the legal rights of online citizens. In the notice, telecom operators are said to use 'Artificial Intelligence and other technical equipment' to verify the identity of the person taking the new phone number.
China's Unicom customer service representative said 'portrait matching' was required from December 1, in which a customer registering for a new number has to go through a face scan. In a notice issued last September, it noted that the ministry would increase oversight and inspection in the next phase.
At the same time, it was said that the law would be encouraged for users to register in real name. It is worth mentioning that the Chinese government has been emphasizing that since 2013, phone users should register with real names.
