The President's rule will be in force for six months in Maharashtra. This is the third time that the President's rule has come into force in Maharashtra.

However, the option of forming a government in Maharashtra is still open to the parties. For this the political parties have to assure the governor that they have a majority figure. Whichever decision is made will depend on the governor whether he is invited to form the government or not.

It is worth mentioning that the results of Maharashtra Assembly elections came on 24th October, 2017. At that time, the BJP-Shiv Sena's Mahayuti got a clear majority, but the Shiv Sena held the post of Chief Minister for two-and-a-half years and the government could not be formed due to the power sharing Fifty-Fifty formula.

State Governor Bhagat Singh Koshari gave 48 hours to BJP to form the government, but after the BJP-Shiv Sena did not compromise, Maharashtra's caretaker Chief Minister Devendra Fadnavis showed his inability to form the government and opened the way for other parties.

The Governor subsequently invited the Shiv Sena to form the government in 24 hours, but could not submit a letter of support to the Shiv Sena governor within the stipulated time. The governor invited the third largest party, the NCP, to form a government.

But ahead of time the state had recommended the imposition of a presidential rule. The governor said that no political party in Maharashtra was in a position to form a government. In this case the presidential rule should be applied under Article 356 of the Constitution.

Governor Bhagat Singh Koshari has imposed a presidential rule in Maharashtra keeping President Ram Nath Kovind's recommendation to implement the presidential rule in the state. However, it had earlier approved the Governor's recommendation in the Cabinet meeting of the Center, which was chaired immediately by Prime Minister Narendra Modi.

Amidst the rapidly changing political developments in Maharashtra, the Congress leaders have arrived in Mumbai to hold a meeting with NCP chief Sharad Pawar. Even though the President's rule has been imposed in Maharashtra, this does not mean that the way of forming a government in Maharashtra has stopped.

After the imposition of the presidential rule, the Congress, BJP, NCP and any government go to form and if the party is successful in convincing the governor that he has a majority figure, in such a situation the governor may ask to abolish the presidency.

Against the injustice of Shiv Sena, which has a 48-hour term from BJP to form the power in Maharashtra, Shiv Sena has knocked on the Supreme Court's doors in protest to the governor.

The petition, which did not extend the three-day period, has been filed. The case was filed on behalf of Shiv Sena by senior Congress leader Ed. Sibal is fighting. A petition has been filed in the Supreme Court. And it is unlikely to be heard today. This will lead to a hearing in the Supreme Court tomorrow.

The Shiv Sena has argued that the Governor had given 48 hours to the BJP to form the government. But according to the BJP, the Shiv Sena was given 24 hours instead of 48 hours. So it's challenged. It is said that the Governor has invited the NCP to form a government, not just a letter of support.

At that time, Sharad Pawar was the Chief Minister. He had a majority but disbanded the legislature because of a poor political situation. From February 17 to June 8, 1980, there was almost 112 days of President's rule in Maharashtra.

Apart from this, the Maharashtra presidential rule was implemented on December 28, 2014. At that time, there was a ruling party Congress in the state. The Congress has its own ally, the NCP. Including other constituents. And the assembly was broken. Thus, for the 32nd day from September 28, 2014 to October 30, the second time the President's rule came into force in the state.

Presidential rule means. The President of India has control of the state. But in administrative terms, the central government gives the governor of the state the right to take care of it.

Under Article 352, 356 and 365 of the Constitution, the powers conferred on the President are governed. According to Article 356 of the Indian Constitution, the President may impose presidential rule in any state. And in the event of an economic crisis under Article 352, the President may impose the rule.

The Maharashtra Assembly elections were held on October 24. After that, the Chief Minister held a two-and-a-half-year term and the equal participation in power, ie, the Fifty-Fifty Shiv Sena, did not make the BJP mock. Ultimately, the BJP has withdrawn its claim in writing to the governor that the government is unable to form a government.

Subsequently, the Shiv Sena and the NCP were given a 24-hour period. But they also demanded to the Governor to extend the term. But as the governor did not extend the term, now Governor Bhagat Singh Koshari recommended the implementation of the presidential rule in Maharashtra. And in the evening it was announced that the presidential rule was implemented in Maharashtra.

There are many complex questions before the state today. Most importantly, farmers are in crisis due to the monsoon rains. Investment in the state will be adversely affected due to political instability in the state. There will be a negative impact on the daily functioning of the government. This will hurt the public.

Despite this, there was a conversation between the Congress and the NCP. If both the NCP and the Congress support the Shiv Sena, the list of supporting MLAs can be handed over to the Governor. On the other hand, the Shiv Sena has appealed to the Supreme Court on the President's rule in Maharashtra.

A hearing on the Sena's appeal could be heard in the Supreme Court on Wednesday. The decision of the Supreme Court in the midst of this scenario can also have an impact on the Maharashtra Assembly. Even when a party claims to form a government, it is up to the governor to decide what to do.
