The Maharashtra Legislative Secretary said, "We have received a letter from the NCP saying that the leader of the legislative party is Jayant Patil and the whip given by him will be final."

Thus, the Maharashtra Legislative Assembly Secretary gave a great shock to Ajit Pawar and indirectly said that you cannot give a whip to party legislators.

The BJP and Ajit's plan was that as a leader of the legislative party, it would give whispers to NCP legislators that the government should cooperate in the vote of confidence.
