Former Prime Minister Manmohan Singh on Saturday criticized the central government for unilateralizing the Centre's modification of the 15th Food Commission's terms and conditions. He said that unilateral thinking of the central government was not appropriate for the federal structure of the country and the cooperative federal system.

Addressing a national discussion in the capital on the additional issues presented to the Nanna Commission and several possible impacts on the states, Manmohan Singh said that if the government wanted to change the thinking and terms of the Finance Commission, it would be better to get their support at the state CM's convention. The Convention now works under the Policy Commission. Earlier in July, the Central Government had asked the 15th Finance Commission to form a 2011 population instead of 1971, the basis for the distribution of funds between the states.

He added that I think this is not a good fit for the federal policy of the country and the promise of a cooperative federal system. The report of the Finance Commission is sent to the Finance Ministry and subsequently sent to the Cabinet. In this regard, the present government should see that it obeys whatever order the parliament has, rather than imposing its view on the panchayats of the states unilaterally.
