The Modi government has created a new history by passing some bills related to Jammu and Kashmir, including a draft abolishing Article 4 in the Rajya Sabha, on Monday.

A cabinet meeting on security, a crucial body on security matters and a Cabinet meeting chaired by Prime Minister Narendra Modi on Monday morning presented House of Representatives in the Rajya Sabha with special status to Jammu and Kashmir. Approval is granted. In favor of the restructuring of the state, there were six votes while the opposition got 3 votes. On this point, the opposition in the house rallied all day long. The bill will now be discussed in the Lok Sabha on Tuesday.

Amit Shah presented four bills in Rajya Sabha simultaneously. However, each bill had a different turnout. Three of those bills were passed by a sound vote while voting on a state restructuring bill. At this time, the electronic system was forced to vote with a ballot created. The state restructuring bill was passed in the Rajya Sabha with a majority. Similarly, Jammu and Kashmir reservation reform bill was passed for the economically weaker sections of the educational institutions and government jobs in Jammu and Kashmir.

In the Rajya Sabha, Amit Shah said, 'Sir, I submit that this House recommends the following provisions declared by the President of India under Article 1 (2), under Article 2 (2) of the Constitution read with Article 2 of the Constitution of India. On the recommendation of the President of Parliament exercising the powers conferred on Part I, it declares that it will be the day the President of India signs this declaration. The moment will be published and published in the Official Gazette, from that day onwards, all clauses will be eliminated except in clause 2 of Article 1. ' As well as being the only part of Article 2A, Article 2, that clause was automatically revoked.

Amit Shah also presented the ratification in the Rajya Sabha by President Ram Nath Kovind. Amit Shah said that the President has the right to abolish Article 5 from public notification under Article 4 (1). He added that Jammu and Kashmir has a Presidential rule now, so Parliament has all the powers of the Jammu and Kashmir Legislative Assembly. We can pass the Presidential order with a majority.

Referring to the restructuring of Jammu and Kashmir, he said that Ladakh would become a union territory, which would have no assembly. Jammu and Kashmir will also be a union territory, but it will have an assembly like Delhi and Puducherry. Congress, Trinamool Congress, DMK, AAP, NCP and the Left leaders announced the Home Minister's announcement, and the house was filled with intense protests. Later they were pushed into the well and continued their protest. PDP MPs tear off their clothes and tear down copies of the constitution. Resolution supports BSP, BJD, TRS, Annadramuk when JD-U walks out

Some regional parties such as the BSP, BJD, TRS and Annadramuk gave full support to the resolution and the bill while the JD (U), a party to the NDA, had a walkout. Before the start of Rajya Sabha proceedings, Shah described this day as historic and said that Article 8 did not allow Jammu and Kashmir to join the country. The Home Minister said Article 4 will no longer apply in Jammu and Kashmir. Shah informed the House that President Ram Nath Kovind had signed a government declaration abolishing Article 2 and that the elected assembly of Jammu and Kashmir does not exist at present, because the powers that the assembly has, both houses of parliament have. The president's order could be discussed and both houses of parliament could pass it. A copy of the President's order was also distributed to the House.

He said that Article 8 could be removed through a mandate according to the provisions contained within it. Reading the provision of Article 3 (1), the Home Minister said that the State has the power to abolish Article 2 and amend it, and the President may issue a declaration or a constitutional order for this.

Asked whether amendment to the constitution is possible without constitutional amendment, Ramgopal Yadav of SP, Shah, told the House that we have adopted the same way that the provisions of clause 4 were changed by the Congress in the declarations in year 1 and 2 and we abolish it. Shah claimed that the opposition only opposes the move for politics and swears in the House. After Shah's announcement, PDP members tore their clothes and then PDP members tore copies of the constitution. Chairman Venkaiah Naidu ordered him out of the house. The house was damaged a few times due to opposition.

Home Minister Amit Shah said he would also talk about the current situation in Kashmir. The ruling BJP issued a three-line whip to all its members to appear in Parliament on August 5 and 7. Members of the Lok Sabha were told that they should be present as some important discussions and bills are due to pass on August 8th and 7th.
